I have the honour to transmit for the
signification of His Majesty's pleasure Ordinance No. 11 of
1904 entitled "An Ordinance to amend the Protection of Women
and Girls Ordinance, 1897, with a copy of the usual report
by the Acting Attorney-General.
2.
The want of additional powers in dealing
with the suppression of brothels has been felt for some con-
siderable time past and the attention of the Government was
particularly directed to the subject by the Registrar-General,
who in June last brought to notice an article in one of the
Chinese Newspapers complaining of the increase of what are
called sly-brothels, in contradistinction to regular professed
brothels, the keepers of which do not strive to conceal the true
nature of their premises.
3.
These brothels are for the most part rele-
gated to the outskirts of the City and hence it happens that
there is a great temptation to surreptitiously open brothels
on isolated floors of tenement houses in the centre of the
town. The remaining floors of such houses being
